Good morning Fred, it is a due-diligence clause. We have had folks buy older hot rods on AutoHunter only to find that the state DMV they are attempting to register their new vehicle in requires state patrol to do an inspection prior to registration, or meet other specific requirements. Sometimes it means they have to get a state-issued VIN, which is not a big deal in and of itself, but it is an extra hoop to jump through. So, we ask that bidders do their homework on what the process would be to get the vehicle registered in their home state prior to bidding. As far as the specific requirements for North Carolina, we are not sure what they are. Thank you for your question! -AH Team
