In Pennsylvania, a "mileage exempt" car title indicates the vehicle is exempt from mileage disclosure, meaning the odometer status code is listed as "exempt" on the title. This occurs primarily for vehicles 20 years or older (for 2011 and newer models) or 10 years or older (for model year 2010 and older). Other reasons for mileage exemption include vehicles with a Gross Vehicle Weight Rating (GVWR) over 16,000 pounds, implements of husbandry, special mobile equipment, or trailers. Once a title is marked as "exempt," it cannot be changed back to show actual mileage. In other words, it is done automatically for all such vehicles and is not an indication that the stated mileage is inaccurate. The car is available for inspection. Also, it had to pass Pennsylvania State Inspection by a certified mechanic when I titled it in PA, which includes inspection of all operating systems/components such as brakes, tires, emissions, exhaust, etc. I welcome you to talk to the mechanic who did this inspection to hear his opinion about the condition of this vehicle.
